This website was created for the analysis and discussion of the Albuquerque HEART (Humane and Ethical Animal Rules and Treatment) Ordinance. The HEART Ordinance was sponsored by Councilor Sally Mayer and passed May 22, 2006 by the Albuquerque City Council. The Ordinance consist of 67 pages and applies to animals within the City of Albuquerque limits.
In a recent article the City of Albuquerque animal adoptions have increased 23 percent and euthanasia at city shelters has decreased by 35 percent. SInce the ban of sailing cats and dogs in pet stores. I believe this article leaves out the other affects of the HEART Ordinance, but the numbers of euthanized pets is still an improvement.
During my research of the ordinance I have found much more media against the HEART Ordinance than in support. The HEART Ordinance has taken fire from it's very inception. Some people believe the Ordinance was an over stepping of the City's power and thought some portions of the bill were unnecessary. Which is why I included the Need link reminding individuals why their is a need for this Ordinance in the first place.
